KARLA REID-PIERRE (CHIEF EXECUTIVE OFFICER)
Mrs. Pierre is a Canadian citizen and is the Chief Executive Officer of the ETITT. She serves on the Board of Directors as an Executive member. Her responsibilities involve providing strategic direction and educational oversight for ETITT. She has over thirty years’ experience in EMS, as a critical care paramedic and Respiratory Therapist and obtained her MBA at Saint Mary’S University in Halifax, Nova Scotia, Canada.
Whilst living in Canada, her experience included implementing and managing the Atlantic Health Training and Simulation Centre, and assisting in the design and implementation of EHS Lifeflight, a helicopter based high performance air medical transport service for critical patients. She was employed as a flight paramedic at EHS Lifeflight before becoming the Chief Operations Officer, for Emergency Health Services in Trinidad and Tobago in 2002 until October 2004. Karla is a certified EMS Instructor and holds instructor status with several internationally recognised bodies inclusive of Difficult Airway TM, the Emergency Nursing Association (USA), National Association of EMT’s and the Canadian Aerospace Medicine and Aeromedical Transportation Association just to name a few.
Karla also is a Board member of the Trinidad & Tobago Emergency Medicine Association. Through educational programmes and policies, her primary role involves improving collaboration between pre-hospital medical personnel, Physicians & Nurses.

CURT PIERRE (CHIEF OPERATIONS OFFICER)
Mr. Curt Pierre is the Chief Operations Officer with E.T.I.T.T & serves as an Executive member on the Board of Directors. His responsibilities involve developing new relationships for EMS Educational programmes, establishing of new E.T.I.T.T Educational sites and provision of the required support to fosters a culture that motivates faculty and staff to perform at the level of excellence necessary to improve student achievement.
He has over thirty years’ experience in Emergency Medical Services. He was a firefighter with Trinidad and Tobago Fire Services for over eight years, where he was very active in instructing and obtained his certificate in Emergency Medical Care through NIHERST College. He then pursued his EMT training in New York after leaving the Fire Service. Mr.Pierre worked as an EMT in the petrochemical industry for over five years before becoming a Supervisor, then Operations Manager with Emergency Health Services in Trinidad and Tobago in 1999.

JOHN ROUGIER (CHAIRMAN)
Mr. John Rougier is the Chairman of the E.T.I.T.T. He served extensively in the Criminal Justice System locally, regionally and internationally from 1973 – 2012. He held the rank of Commissioner of Prisons from 2005 – 2012. He is the founder of the Association of Caribbean Heads of Correction and Prison Services (ACHCPS) and served as President of the organization for two consecutive terms.Mr. Rougier is a member of the American National Association for Blacks in Criminal Justice (NABJA), the American Correctional Association (ACA) and the International Association for Correctional and Forensic Psychology. Mr Rougier holds an MSc in Security and Risk Management 2009 – awarded by the University of Leicester, Scarman Centre England. He also holds a BSc in Sociology (1982) and a Post Graduate Diploma in Human Resource Management (1997) from the University of the West Indies, St. Augustine.
He was a member of a Cabinet appointed Task Force with responsibility for making recommendations with respect to Penal Reform and Transformation in Trinidad and Tobago (1992 – 2002), and also a member of a Cabinet Appointed Committee with responsibility for developing a Parole System for implementation in the Trinidad & Tobago Prison Service.
Mr Rougier headed a Ministerial Committee (The Ministry of National Security) set up to develop proposals and make recommendations for the regulation of the Private Security Industry in Trinidad and Tobago

JASON ETTIENNE (EMS EDUCATION MEDICAL DIRECTOR)
Dr Ettienne serves as the EMS Education Medical Director of the Emergency Training Institute of Trinidad and Tobago (ETITT). He has 23 years’ experience as a clinician, graduating from the University of the West Indies (UWI) with a Bachelors in Medicine and Surgery in 1996 with honours in Physiology, Pharmacology, Biochemistry and Obstetrics and Gynaecology. He went on to complete his doctorate in Emergency Medicine in 2009 qualifying him to be a Specialist Consultant in Emergency Medicine.
Dr Ettienne is head of the Accident and Emergency department of the Sangre Grande Hospital as well as the head of the Emergency Department Arima Diagnostic Clinic for the past ten (10) years. As head of Emergency his role has been concentrated on quality improvement in the Emergency department. Under his stewardship, the Emergency department of Sangre Grande has evolved into a unit with emphasis on superior clinical training, reduction of waiting times for patients, providing improved resources for internal and external clients and patient centered care.
Dr Ettienne has had significant hospital administrative experience having acted in the role of Administrator of Clinical services, General Manager of Hospital Services and Medical Director of the Sangre Grande Hospital for periods since 2015.
Dr Ettienne is a strong advocate for clinical training. He is accredited as an Advanced trauma (ATLS), prehospital trauma life support (PHTLS) instructor, advanced cardiac life support (ACLS), advanced paediatric life support instructor (APLS) as well as Canadian Aerospace Medicine and Aeromedical Transport Association (CAMATA) Level 1 instructor. He is an active in protocol development as the secretary of the Cardiac Life support Training Group (CLSTG) of Trinidad and Tobago
As an Associate lecturer with the department of clinical surgical sciences, faculty of medical sciences, UWI, Dr Ettienne is involved in training of post graduate students in Emergency Medicine since 2009.

ANCIL PAUL (SECRETARY)
Mr. Ancil N. Paul was appointed Secretary of the ETITT Board of Directors in February 2011. He brings over 5 years of experience in various accounting fields, including international corporations. He is a certified Project Management Professional (PMP) and current member of the Project Management Institute, Southern Caribbean Chapter (PMI SCC). For the past seven years Mr. Paul has held a post at the Ministry of Planning and Development where his current portfolio encompasses the oversight of various sectors of the Public Sector Investment Program. His purview includes the monitoring of developmental projects and he plays a key role in the drafting of the National Budget.
His dedication to national development previously led him to the Ministry of Trade and Industry where he became involved in the negotiation of bi-lateral trade agreements and country analyses. Mr. Paul also lectured in Economics at the School of Business and Information Technologies at the College of Science, Technology and Applied Arts of Trinidad and Tobago (COSTAATT). He was an executive member of the Calabash Consortium, a New York and Trinidad and Tobago-based non-profit organization devoted to the development of Caribbean youth and their communities through the use of education and empowerment strategies.
An Organization of American States (OAS) and National Scholar of Trinidad and Tobago, Mr. Paul holds a M.Sc. in Economics from the City University of New York as well as a B.A. (Hon) in Accounting from Monroe College.
